#ScioperiamoExpo – Anche a Milano, incrociamo le braccia, incrociamo le lotte

Venerdì 14 novembre sciopero sociale precario nazionale per fermare Jobs Act, austerità, piano casa, legge di Stabilità, decreto Sblocca Italia, contro “la ‘Buona Scuola’ di Renzi e l’entrata dei privati nei luoghi della formazione”.
A Milano l’opposizione sociale organizza la protesta lanciando l’appello #ScioperiamoExpo: il mega-evento finanziato con miliardi sottratti alla risorse collettive, sostenuto da manodopera gratuita, sottopagata e sfruttata. Quello che da tempo abbiamo denunciato e si è sempre più confermato come il laboratorio di debito, cemento e precarietà che anticipa il paese di domani.
Molte le declinazioni di Expo che abbiamo deciso di contestare e tentato di fermare: speculazione edilizia, sfruttamento e devastazione del territorio, indebitamento pubblico, corruzione sistemica, spartizione legale e illegale.
Non è un caso che “il modello Expo” , che utilizza le procedure di commissariamento in senso dirigistico-manageriale ed antidemocratico a sfregio dell’autodeterminazione dei territori, sia stato assunto come fondamentale riferimento del decreto Sblocca Italia, iniziativa legislativa che per esempio va a determinare il commissariamento di Bagnoli con tanto di risposta repressiva nei confronti del dissenso.
C’è in più un elemento particolarmente odioso che permette concretamente a questa mega-macchina e ai processi che le stanno dietro di funzionare e andare avanti: la presenza di manodopera sottopagata o addirittura gratuita. E’ questa anche la novità più forte introdotta dagli accordi firmati tra Expo e le cosiddette “parti sociali”.
I protocolli sindacali e gli accordi in deroga firmati nel 2013 e nel 2014 tra confederali, Comune, Regione ed Expo s.p.a.; la campagna mediatica di reclutamento di forza-lavoro volontaria messa in piede da Expo e istituzioni, anche attraverso gli operatori incaricati di assumere la manodopera (CSV, TCI, agenzie interinali come Manpower ed Obiettivo Lavoro); la retorica dell’esperienza e del curriculum, rivolta soprattutto agli studenti delle scuole superiori e universitari, finalizzata solo a far accettare ai giovani lavori dequalificanti e non pagati; l’eccezionalità dell’evento come giustificazione per la sospensione del diritto di sciopero e per la precarietà a tempo indeterminato come unica possibilità: tutto questo non solo anticipa, ma è peggiorativo rispetto al Job’s Act e ai decreti attuativi.
Expo 2015 è un evento non solo italiano, ma anche europeo e internazionale: esattamente come il progetto nazionale di riforma del lavoro, anche la “possibilità” dell’Esposizione universale è rivolta soprattutto al precariato giovanile, identificato con la sigla NEET, quindi come inattivo e disilluso, o per scelta o perché “ingabbiato” dai vecchi diritti sindacali che si vorrebbero appunto ridurre o addirittura cancellare.
Expo darebbe la possibilità di “viaggiare nel mondo” e “stringere amicizia” con migliaia di persone al giorno, aumentando i “like” su Facebook. In altre parole il lavoro gratuito per Expo si basa sull’ingannevole retorica della promessa di visibilità (e forse di un lavoro in un futuro che non arriva mai) che anima da anni tutti i lavori precari e la rende un sistema accettato e accettabile, senza rispondere in alcun modo alla povertà e alla disoccupazione strutturale che ci aspettano e che stiamo già vivendo.
Il prossimo 14 novembre incrociamo le braccia, incrociamo le lotte: sciopero sociale, scioperiamo Expo.

LET’S STRIKE EXPO – ALSO IN MILAN, WE CROSS OUR ARMS, WE INTERLOCK OUR STRUGGLES
Friday, November 14 national precarious social strike to stop austerity, the Renzi government’s Jobs Act, Housing Plan, Stability Law, and “Unblock Italy” Decree, against the ‘Good School’ of Renzi and the entry of the private sector into the world of of education.
In Milan, the social opposition is organizing a protest by launching the appeal #ScioperiamoExpo: the mega-event funded with billions o euros stolen from collective resources, supported by unpaid, underpaid and exploited labor. Expo is what we have long denounced and has increasingly confirmed itself as the laboratory of debt, cement and precarity that anticipates the country of tomorrow.
There are many variations of the Expo project that we have decided to challenge and tried to stop: speculation, exploitation and devastation of the land, increasing public debt, systemic corruption, legal and illegal partitioning.
It is no coincidence that the “Expo model”, that managerially and undemocratically uses recievership procedures at the expense of the self-determination of local communities, was taken as a central point of reference of the “Unlock Italy” decree, a legislative initiative that, for example, determines recievership for Bagnoli complete with a repressive response against dissent.
Whats more there is a particularly odious practice that allows this mega-machine and the processes behind it to move forward: the presence of cheap or even unpaid labor. And this is the main new element introduced by the agreements signed between Expo and the so-called “social partners”.
The union protocols and agreements in derogation signed in 2013 and 2014 between mainstream unions, City, Region and Expo conglomerate; the media campaign to recruit a volunteer workforce put in place by Expo and institutions, including through operators and employment agencies in charge of hiring labor; the rhetoric of how good the experience would be and its uselfullness for ones CV, targeted primarily at high school students and university students, aimed only at gaining youth acceptance for dequalified and unpaid work; the exceptional nature of the event as a justification for the suspension of the right to strike and indefinite precarity as the only possibility: this not only prefigures, but makes things worse compared to the Jobs Act and subsequent implementation decrees.
Expo 2015 is not only an Italian event, but also a European and international project: like the national labor reform project, the “opportunity” of the international Expo is directed mainly at precarious youth, identified by the acronym NEET, depicted as inactive and disillusioned, either by choice or because they are “trapped” by the old trade union rights that many want to reduce or even erase.
Expo would give the opportunity to “travel the world” and “make friends” with thousands of people a day, increasing ones “likes” on Facebook. In other words the free labor of Expo is based on the deceptive rhetoric of the promise of visibility (and perhaps a job in a future that never comes) that has animated and justified all temporary jobs for years and makes a system accepted and acceptable, without responding in any way to the poverty and structural unemployment ahead of us and that we are already living today.

WIR BESTREIKEN EXPO – IN MAILAND VERSCHRANKEN WIR DIE ARME, VERSCHRANKEN WIR DIE KAMPFE
Freitag, 14. November nationaler, prekärer Sozialer Streik um die Jobs- Act Reform zu stoppen. Austerität, die Häuser – Frage, Stabilitätsgesetz, das Dekret zur ‘Entsperrung’ Italiens (decreto sblocco Italia), gegen „’die gute Schule’ Renzis und den Zutritt privater Interessen in die Orte der Bildung“.
In Milano organisiert die soziale Opposition Proteste unter dem Aufruf #ScioperiamoExpo (zu dt. #WirBestreikenExpo): das Megaevent, durch Milliarden finanziert, die den kollektiven Ressourcen weggenommen wurden und unterstützt von Gratis, unterbezahlten und ausgebeuteten Arbeitskräften. Das, was wir seit geraumer Zeit anklagen und was sich immer deutlicher bestätigte wie die Schuldenwerkstadt, Zement und Prekarität, sagen das Land von Morgen voraus.
Gegen viele Veränderungen haben wir uns entschlossen zu protestieren und versucht sie zu stoppen: Immobilienspekulation, Ausbeutung und Verwüstung der Territorien, der Umwelt, öffentliche Verschuldung, systematische Korruption, die Aufteilung nach vermeintlich legalen und illegalen Formen.
Es ist kein Zufall, dass „das Expo- Modell“, welches die Verwaltungs- oder Kommissariats Prozedere im Sinne dirigierender- Managerform benutzt zu Lasten einer antidemokratischen Verunstaltung der Selbstbestimmung von Gebieten, als fundamentaler Bezugspunkt für das Dekret „Entsperrung“ Italien übernommen wurde. Dies ist eine legislative Initiative um beispielsweise das Kommissariat von Bagnoli (einem Stadtteil der süditalienischen Stadt Neapel) mit vielen repressiven Antworten bzgl. von Uneinigkeiten einzuschränken.
Außerdem gibt es ein weiteres ganz bestimmtes verhasstes Element, welches konkret eine Mega- Maschine und Prozesse, die im Hintergrund laufen um das Funktionieren dieses Apparates zu ermöglichen, erlaubt: die Anwesenheit von unterbezahlter und sogar gratis also unbezahlter Arbeitskraft. Dies ist die stärkste Erneuerung, die durch die vertraglichen Abkommen zwischen EXPO und den sogenannten Sozialpartnern eingeführt wurde.
Die gewerkschaftlichen Protokolle und die Ausnahmeregelungen, die 2013 und 2014 zwischen Bund, Kommune, Region und der EXPO s.p.a. Aktiengesellschaft geschlossen wurden; die mediale Kampagne zur Rekrutierung freiwilliger Arbeitskraft, die von Expo und Institutionen initiiert wurde auch zwischen SachbearbeiterInnen, die zuständig sind die Arbeitskräfte anzustellen (CSV, TCI, Firmen wie Manpower, Obiettivo Lavoro); die Rhetorik von Erfahrungen sammeln und den Lebenslauf aufbessern,die das ganze begleiten und vor allem Schüler*innen aus den oberen Gymnasialjahrgängen und Studierende adressiert, um eine Akzeptanz von unterbezahlter und dequalifizierender Arbeit bei den jungen Leuten zu erzielen; die Einmaligkeit des Events als Rechtfertigung das Streikrecht auszusetzen und Prekarität auf unbestimmte Zeit als einzige Möglichkeit zu etablieren: viel schlimmer als Jobs Act und aktuelle Dekrete die Kommendes ankündigen ist der Beitrag zur grundsätzlichen Erosion sozialer Rechte durch die Expo.
EXPO 2015 ist nicht nur ein italienisches Event sondern auch europäisch und international. Genau wie die nationale Arbeitsreform wird hierdurch die Möglichkeit universal ausgeweitet, die sich vor allem bei jungen Prekären niederschlägt, mit dem Kürzel NEET als inaktiv und desillusioniert von alten gewerkschaftlichen Rechten ausgeschlossen zu werden, die eben reduziert oder gar gestrichen und gelöscht werden sollen.
Expo gäbe die Möglichkeit „in der Welt zu reisen“ und „Freundschaften zu festigen“ mit Tausend Menschen am Tag, als Tausch für die Gratis-Arbeit wirbt Expo spa mit mindestens drei neuen likes auf dem persönlichen Profil der/s Freiwillige*n, um Freundschaften zu schließen. In anderen Worten basiert die Gratisarbeit für die EXPO auf einer irreführenden Rhetorik eines Versprechens von Sichtbarkeit (und vielleicht einer Arbeit in der Zukunft, die nie kommen wird), die seit Jahren die prekäre Arbeit animiert und antreibt und sich als ein akzeptiertes und zu akzeptierendes System erweist, ohne in irgendeiner Weise auf die Armut und die strukturelle Arbeitslosigkeit zu antworten, die uns erwartet und die wir schon jetzt durchleben.
Am nächsten 14. November verschränken wir die Arme, verschränken wir die Kämpfe: Sozialer Streik, Wir bestreiken Expo.
